Regional Commonwealth in the Field of Communications
for the period from 2022 to 2026.
TAKING INTO ACCOUNT,
that 30 years have passed since the establishment of the RCC in 1991,
that during this period there have been significant changes in the political, economic, international life of almost all countries participating in the RCC,
that the membership of the RCC has expanded significantly over the past 30 years. At the origins of the creation of the RCC stood 11 communications administrations, at present the RCC consists of
65 participants: in the RCC Board of the CAs Heads - 21 participants (13 - full members and 8 - observers, including 2 international organizations), in the Coordination Council - 8 participants, in the RCC Postal Operators Board - 9 full members, in the RCC Telecommunications and Infocommunications Operators Board - 27 participants (10 - full participants, 15 - observers, 2 - associate members),
that the RCC partnership is implemented at the level of both regulatory authorities and telecom operators, business representatives, vendors, as well as academic and scientific circles.
RECOGNIZING
that international cooperation is one of the priorities of the RCC and is aimed at strengthening the authority of the RCC on the world stage,
that the policy of the RCC in the field of international cooperation is multifaceted and is aimed at protecting the interests of both its individual members and the entire Commonwealth as a whole,
that the RCC is actively working to develop coordinated positions of the RCC CAs, to prepare the RCC General Proposals, to ensure the interaction of the RCC communications administrations in preparing and participating in major forums: UPU Congresses, ITU Plenipotentiary Conferences, World Radiocommunication Conferences and ITU Radiocommunication Assemblies, World ITU Telecommunication Standardization Assemblies, ITU World Telecommunication Development Conferences, World Summits on the Information Society.
CONSIDERING,
that a great achievement and result of the fruitful joint activity of the RCC Communications Administrations was the adoption of:
- Resolution adopted during the 2002 ITU Plenipotentiary Conference,
on the use by the ITU from January 1, 2005 on an equal basis of the six official languages, including the Russian language,
- Resolution 58, adopted during the ITU Plenipotentiary Conference in 2010 and in accordance with which the RCC received the official status of one of the six main regional telecommunication organizations within the ITU.
NOTING
that in recent years the role of regional organizations has increased significantly
in the field of communications on the world stage,
that the Regional Commonwealth in the Field of Communications has concluded Memorandums of Understanding and cooperation agreements with nine regional organizations: the Asia-Pacific Postal Union (APPU), the African Telecommunication Union (ATU), the League of Arab States (LAS), the Pan African Postal Union (PAPU), the Postal the Union of the Americas, Spain and Portugal (PUASP), the Asia-Pacific Telecommunity (APT), the Association of European Public Sector Postal Operators (PostEurop), the European Conference of Postal and Telecommunication Administrations (CEPT) and the Inter-American Telecommunications Commission (CITEL).
UNDERSTANDING
that information and communication technologies have fully entered our lives, have become an important part of the digital economy, created the basis for the movement of our countries towards building an information society, towards an equal entry into the global information community,
that the annual forum of the World Summit on the Information Society of the UN General Assembly (WSIS) is an effective mechanism for coordination in the development of multilateral cooperation in the field of ICT development,
that the main lines of action for the world community remain:

CONSIDERING,
that in the RCC space, regulatory bodies in the field of communications and ICT have significantly transformed in terms of their functions and tasks.
RECOGNIZING
that the signing of the Agreement on Cooperation between the Regional Commonwealth in the Field of Communications and the Council of the Inter-Parliamentary Assembly of States Members of the Commonwealth of Independent States played a significant role in increasing the effectiveness of the RCC's activities in improving national legislation in the countries of the Commonwealth,
that at the meetings of the Expert Council of the IPA CIS - RCC, about 30 model legislative acts were developed and adopted by the CIS Interparliamentary Assembly.
NOTING
that the Regional space of the RCC participant countries has a significant potential for the development of infocommunications by increasing the effectiveness of national informatization policies and strengthening the coordinating role of the Regional Commonwealth in the field of communications in creating interregional interaction services and national operators,
that the infocommunication development of the RCC participant countries is characterized by the following features:
- stable outpacing of the pace of development of the communications and information technology industry, the growth of the availability of communications and the Internet, as well as the growth rates of income from communications services compared to the economic growth of the national economy (GDP);
- significant variability in the economic development of national economies, the communications industry, information technology and informatization processes;
- the relationship between macroeconomic, demographic and scientific and technical conditions for the development of national economies and internal factors of sectoral development;
- state policy in the field of communications and informatization has a decisive influence on the nature of technical renewal and innovative development of infocommunications.
RCC participants define the following strategic directions of activity:
1. Participation of the RCC in the activities of the International Telecommunication Union, the Universal Postal Union and their working bodies, in the WSIS Forum, cooperation with international organizations in the field of postal communications and telecommunications/ICT.
2. Preparation and promotion of agreed positions, initiatives of the RCC, reflecting the interests of the countries of the RCC participants in international forums on issues of digital development, infocommunications, postal and telecommunications.
3. Preparation and promotion of coordinated proposals aimed at strengthening the position of the RCC in international and regional organizations in the field of postal communications. Providing support to designated postal operators of the RCC participant countries on international platforms.
4. Coordination in the development of the principles of a safe Internet.
5. Coordination and assistance in the transfer of electronic media to distribution platforms based on the IP protocol.
6. Coordination of the development and production of high-tech communications equipment in order to provide the industry with products from the Commonwealth countries.
7. Improving the interaction of the RCC participant countries within the framework of international agreements and programs in the field of ICT within the framework of the Commonwealth of Independent States (CIS).
8. Coordination of cooperation between the RCC participant countries in the implementation of national ICT development strategies and programs aimed at developing the information society, reducing the digital divide and ensuring widespread and acceptable access for all segments of the population to ICT and services provided on their basis.
9. Cooperation on the development of ICT and regulation in the field of digital transformation with international and regional organizations, national regulatory authorities in the field of communications and ICT of the RCC participant countries.
10. Assistance in the harmonization of the regulatory technical and legal framework in the field of communications and informatization of the RCC participant countries, including the development of model legislative acts in cooperation with the Inter-Parliamentary Assembly of the CIS Member States.
11. Interaction on the development of international standards, certification and licensing in the field of ICT, assistance in the harmonization of national systems of standards and certification in this area in the countries of the RCC participants with the international system for coordinating work on quality management of services.
12. Interaction in the development and promotion of international norms of law and mechanisms governing relations in the field of the use of the global information infrastructure, including issues of internationalization of the management of the Internet.
9. Assistance in improving the mechanism of interaction between the countries of the RCC participants in the development of the market in the field of ICT and market relations in the field of digital development and ICT.
10. Facilitating the creation of a stable favorable environment for the development of the ICT services market, providing the population with knowledge that contributes to the development of a wide use of ICT opportunities in the countries of the RCC participants.
11. Countering unfair competition in the ICT market, creating and maintaining conditions that ensure the investment attractiveness of the industry for all market participants.
12. Cooperation in the field of information security. Facilitate the exchange of views on best practices to ensure confidence and security in the use of ICTs. Interaction in the formation of an international information security system that contributes to the prevention, detection, suppression and elimination of the consequences of the use of ICT for terrorist and other criminal purposes.
13. Cooperation in the field of formation of a cross-border space of trust and organization of cross-border information exchange in the countries of the RCC participants.
14. Cooperation on the implementation of ICT for solving socially significant problems: e-government, e-commerce, e-economy, e-education, e-science, e-culture, e-health, etc.
15. Cooperation with investment funds in order to develop research, innovation, investment and expert-analytical activities, as well as support and development of an innovative ecosystem in the field of ICT.
16. Promoting the innovative development of cooperation between the RCC participant countries using the principles of investment activity, including public-private partnership (PPP), as well as international PPP to form a cross-border trust space on the Internet.
17. Assistance in the formation and implementation of an integration international supranational neutral environment on issues of cross-border exchange.
18. Cooperation with regional integration associations such as the Shanghai Cooperation Organization (SCO), the European Union (EU), the Asia-Pacific Economic Cooperation (APEC), the Black Sea Economic Cooperation Organization (BSEC), the United Nations Economic Commission for Europe (UNECE), the Pan-Asian Electronic Commerce Alliance (PAA), the Eurasian Economic Union (EAEU), in order to scale and replicate the decisions, documents and actions taken under the RCC in other formats.
19. Assistance in the process of building the information society by modernizing the procedure for accessing public administration services, increasing their accessibility and transparency, as well as creating a new culture of interaction between citizens and business with government agencies.
20. Promotion of scientific and technical cooperation of the RCC participant countries in the field of fundamental and applied research in the field of ICT, participation in international research projects in priority areas of science, technology and technology development.
21. Cooperation in the collection and dissemination of statistical data and indicators characterizing the level of ICT development in the RCC participant countries. Implementation of joint actions to monitor the readiness of the RCC member states to build an information society in order to determine priority areas for development.
22. Interaction on the issues of regulating the use of the radio frequency spectrum and satellite orbits using scientific, technical, economic and organizational methods of management in order to further develop existing and introduce new communication systems and means.
23. Cooperation on the issues of training, retraining and advanced training of specialists in the field of communications and informatization using ICT, including with the involvement of the resources of international organizations, improving the system of distance learning based on the widespread use of ICT.
24. Interaction to improve technological processes for managing telecommunications networks using innovative technologies.
25. Interaction on the use of ICT in postal networks to provide the population and the business sector with a wide range of high-tech modern services in order to improve the quality of service, reliability and efficiency of postal networks.
26. Facilitate the development of partnerships at the domestic and international levels for the introduction of flexible mail delivery methods and new postal financial solutions.
27. Collaboration on the definition of the universal postal service and its adaptation to market requirements and e-commerce growth trends.
28. Cooperation in the development of new products based on the postal infrastructure: banking, financial, insurance and electronic services.
29. Collaboration with micro, small and medium enterprises to develop e-commerce in the domestic and international markets.
30. Interaction in the field of improving the quality of postal services, their reliability and efficiency.
31. Improving training programs for postal specialists in the use of new ICT.
32. Cooperation on the implementation of activities in the field of marketing and advertising of electronic postal, financial, commercial and e-government services.
33. Assistance in the implementation of measures to modernize and reform the postal sector of the RCC member countries.
34. Promote the development of ICT-based media (Internet media, mobile media, etc.) and the regulation of issues related to ICT media.
35. Promoting the expansion of the use of ICT in the humanitarian and democratic development of society, the protection of human rights and ensuring freedom of speech.
