Radiocommunication

The cooperation between the Member-States of the Regional Commonwealth in the Field of Communications (RCC) in the field of radiocommunications, regulations of the usage of radio frequency spectrum, satellite communications and television is carried out in the framework of the specialized RCC Commission on the Regulation of the Usage of Radio Frequency Spectrum and Satellite Orbit (RCC Commission on RFS and SO) and the specialized Working Bodies of the RCC Commision on RFS and SO together with the RCC Executive Committee.

The work of the Commission started in 2011 after the merging of the two RCC Commissions by the Decision of the RCC Board of the Communications Administrations Heads (RCC CAs) No. 44/7.1, of June 1, 2011.

In accordance with the Regulations of the RCC Commission (approved by the Decision of the RCC Board of the CAs Heads No.45/6 of 07.12.2011), the main task of the Commission is to ensure the efficient and appropriate use of the radio frequency spectrum and satellite orbits for the benefit of all users of the RCC Member-States.

To perform its functions three working groups have been set up within the Commission:

- Working Group on Preparations for the Radiocommunication Assembly and the World Radiocommunication Conference (WG RA/WRC);

- Working Group on Spectrum Management (WG SM);

- Radio Broadcasting Working Group (RWG).

A Project Team (WG PT) has been set up to address the issue of finding additional channels to the Geneva-06 Plan in the 470-694 MHz radio frequency band in the border areas between the RCC member countries as well as other countries party to the Geneva-06 Agreement.

Hundreds of major specialists in the field of communications - authoritative scientists, developers, experts from CIS and non-CIS countries, managers and employees of enterprises - have been involved in the work in these bodies.

In recent years the role of Regional Organisations in close cooperation with the International Telecommunication Union (ITU) to promote modern radio technologies and develop rules for the use of the radio-frequency spectrum has increased.

Representatives of the RCC, as well as the RCC Executive Committee as the coordinating body, take an active part in the worldwide forums of the International Telecommunication Union. As a result of preparations for such significant events, common positions of the RCC Communications Administrations are developed and participation in international forums allows us to defend and protect the interests of the whole region and to strengthen the position of the RCC in the international arena.

One of the most important events for the RCC CAs is participation in the Radiocommunication Assembly and the World Radiocommunication Conference.
