Tasks and functions of the RCC Commission for the Regulation of the Usage of the Radio Frequency Spectrum and Satellite Orbits
1. The main task of the Commission is to ensure the effective and proper usage of the radio frequency spectrum and satellite orbits in the interests of all users of the countries of the RCC members.
2. The Commission performs the following functions:
2.1. Coordination of the interaction of the RCC communication administrations in the usage of the radio frequency spectrum (RFS) and satellite orbits, as well as ensuring the electromagnetic compatibility of electronic equipment.
2.2. Coordination of the activities of the RCC communication administrations in protecting the interests of the countries of the RCC participants in the International Telecommunication Union (ITU) and other international organizations on the usage of the radio frequency spectrum and satellite orbits.
2.3. Assistance to the RCC communications administrations in resolving issues of the efficient usage of the radio frequency spectrum and satellite orbits, as well as ensuring electromagnetic compatibility of electronic equipment, including coordination of the use of frequencies in border regions.
2.4. Development of proposals on the following issues:
-increase the efficiency of the usage of the radio frequency spectrum
-and satellite orbits, as well as resolving the issues of electromagnetic compatibility of electronic equipment;
-organization of radio monitoring and methods for measuring signal and interference parameters;
-unification of automated control systems using the radio frequency spectrum and satellite orbits.
2.5. Coordination of interaction between the RCC communications administrations in resolving issues of operation and development of regional systems of terrestrial and satellite radio communications, television and sound broadcasting.
2.6. Participation in the development of draft agreements and recommendations on the usage and development of terrestrial and satellite radio systems, television and sound broadcasting.
2.7. Organization of the development of proposals and technical criteria necessary for the review of existing and development of new international and regional plans for terrestrial and satellite radio communications and broadcasting.
2.8. Development of proposals for the introduction of advanced radio technologies and technical criteria for ensuring electromagnetic compatibility of electronic equipment in the countries of the RCC.
2.9. Development of proposals for inclusion in the RCC R&D plan regarding the electromagnetic compatibility of radio-electronic means of terrestrial and satellite radio services and participation in the consideration of the results of these works.
2.10. Organization of exchange of experience and information support for RCC Communications Administrations on the following issues:
-terrestrial and satellite radio communications, television and sound broadcasting;
-conversion of the radio frequency spectrum;
-fees for the usage of the radio frequency spectrum.
2.11. Interaction with regional and international organizations on the regulation of the use of the radio frequency spectrum.
2.12. Development and approval on behalf of the RCC Board of the RCC General Proposals and Positions of the RCC Communications Administrations on the work of the World Radiocommunication Conferences and RCC Communications Administrations.
