18 September 2024 year in Kubinka, Russian Federation, within the framework of the International Technological Congress by the end of the session ‘Telecom. Challenges and Development Strategies for Bridging the Digital Division’, the 47th meeting of the RCC Telecommunications and Infocommunications Operators Board was held in the expanded RCC+ format.

Alexey Borodin, RCC Director General, opened the meeting.

The meeting was chaired by Alexey Ivashkin, Chairman of the RCCTelecommunication and Infocommunication Operators Board (RCC TIOB), Director General of Beltelecom (Republic of Belarus).

The meeting was attended by the representatives of communications administrations and participants of the RCC TIOB from: the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan and the Board observers: ‘Republican Centre for Space Communications’, ‘ER-Telecom Holding’, ‘Intersputnik’, 'NIIR', ‘MTS’, ‘Huawei’, ;OneWeb;, ‘Eutelsat Group’, as well as invited participants: Representatives of GSMA Association, Interstate Council on Antimonopoly Policy of the CIS, Secretariat of the Interparliamentary Assembly of the Member-States of the Commonwealth of Independent States, Journal ‘Vestnik Svyaz’ and International Telecommunication Union..

As part of the agenda of the meeting, the meeting participants shared topical issues of interaction between telecom operators in the provision of international telecom services, including roaming, outlined solutions for certain areas of work requiring special attention, as well as shared priorities in the development of operators at the national and international levels and exchanged views on key issues of interaction, in particular:

Andrei Khalevinsky, Director of the International Cooperation Department of Rostelecom, made a presentation on the company's achievements in digital transformation, which aroused great interest among the meeting participants.

Denis Andreev, Advisor to the 11th Study Group of the Telecommunication Standardisation Sector of the International Telecommunication Union (ITU-T), shared with the meeting participants information on ITU-T activities on the use of digital public key certificates in signal exchange.

Andrey Kirillovich, Chairman of the Working Group on Satellite Technologies atthe RCC TIOB (WG ST), Director of the Strategy, Marketing and Business Development Department of Intersputnik, presented an overview of the global satellite communications market, focusing on the main trends and directions of the industry development: space segment, ground segment, as well as services and applications. The participants of the meeting supported the proposal of the RCC Director General to hold meetings of the WG ST on the margins of major national and international conferences in their countries on related topics.

Sholpan Tanzharykova, Head of the Anti-Fraud Department of the FROD of the Association ‘Network Division’ of Kazakhtelecom, presented a report on the measures taken in the RCC Member-States to combat fraud on communication networks. The participants of the meeting thanked Ms.Tanzharykova for the presented information and decided to hold meetings of anti-fraud specialists in the face-to-face format.

Acknowledging the importance of further construction of modern and safe telecommunications infrastructure and development of new technological directions, the Chairman of the Working Group of the development, management and exploitation of networks (WG DMEN), the Head of production of the ‘International Centre of Commutation' 'Beltelecom’ Igor Kireev, presented a brief review of the group's activities. Participant of the meeting was made a decision to expand the range of issues within the competence of the activity WG DMEN by the actual subject matter, due to the involvement in its activities of the company registrar of the domain name, manufacturers of ICT equipment, the company, providing access to the point of the Internet exchange, service platform and date-centre.

Head of the Office of Regulation and information technology of the Federal Antimonopoly Service of the Russian Federation, the representative of the CIS Interstate Council on the Antimonopoly Policy, Yelena Zaeva, representative of the report on the deepening of co-operation between the RCC and CIS Interstate Council on the Antimonopoly Policy on the issues of interaction of communication and the conditions of the skip trafic. Based on the results of the discussion, the meeting decided that it would be advisable to conduct a study of the conditions of data traffic passing for the purpose of traffic prioritisation/deprioritisation.

Elvira Yunicheva, Chief Business Analyst of the International Agreements Department of the Corporate Business Division of the Branch Office of Kazakhtelecom, shared with the participants the information on transit traffic passing through the Republic of Kazakhstan.

Andrey Rego, Vice President for Government Relations of MTS, made a report on ‘Challenges Facing the Telecom Industry and RCC Opportunities’. The participants of the meeting supported the initiative to study the possibility of signing an intergovernmental document aimed at creating the necessary conditions for telecom operators to deploy communications infrastructure in order to ensure equal access to communications services for the population of the RCC Member-States.

 The meeting was held in an atmosphere of lively discussion, which contributed to the adoption of constructive decisions.
