The 25th meeting of the RCC Commission on Regulation of Radio Frequency Spectrum and Satellite Orbits (RCC Commission on Radio Frequency and Satellite Orbits) and its working bodies was held in Yerevan, Republic of Armenia, March 11-15, 2024.

The meeting of the Commission was held under the chairmanship of Valery Butenko, Chairman of the RCC Commission on Radio Frequency and Satellite Orbits.

Avet Poghosyan Avet Viliamovich Poghosyan, Deputy Minister of Hi-Tech Industry of the Republic of Armenia, addressed the participants of the meeting on behalf of the Communications Administration of the Republic of Armenia. He wished the participants of the meeting fruitful work and emphasized that holding this important international event in the Republic of Armenia almost immediately after the AR/WRC 2023 will allow all the RCC member countries to prepare for the Radiocommunication Assembly (AR-27) and the World Radiocommunication Conference 2027 (WRC-27) at a high scientific level.

Alexander Kirichenko, Head of the ITU, UPU and RO Sector of the RCC Executive Committee, thanked the Communications Administration of the Republic of Armenia for the invitation and organization of the events at a high level. It was noted that the preparation of the agreed General Proposals, active work of the delegations of the RCC countries, as well as the coordinating role of the RCC Executive Committee contributed to the successful work of the RCC delegation at the AR/VRC 2023.  

The meeting was attended by 113 representatives of the communications administrations of the Republic of Azerbaijan, Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Tajikistan, Turkmenistan, Republic of Uzbekistan, as well as representatives of ITU, International Amateur Radio Union Region 1 (IARU-R1), Inmarsat, Viasat, Huawei, Policy Impact Partners (PIP), regional organization APT, Eutelsat-OneWeb and the RCC Executive Committee.

Alexey Borodin, Director General of the RCC Executive Committee, informed the meeting about the preparation of the 60th meeting of the RCC Council of Heads and the 30th meeting of the Coordinating Council of the CIS Member States on Informatization under the RCC and provided information about the prospects of the Commonwealth.

The report presented the results of the survey of RCC participants, proposals for a new format of meetings of the RCC working bodies, as well as information on the prospects of new participants joining the RCC. In addition, information was presented on the improvement of the RCC activities in terms of website, events, internal management of the RCC Executive Committee and proposals for a possible new structure of the RCC working bodies.

The meeting congratulated Borodin Alexey Sergeevich on his election as Director General of the RCC Executive Committee and wished him great success in this responsible position".

The Commission appointed Sergey Yurievich Pastukh as Chairman of the Working Group on Preparations for the Radiocommunication Assembly and the World Radiocommunication Conference (WG AR/WCR), and expressed its gratitude to Albert Bagratovich Nalbandian for his many years of work as Chairman of the WG AR/WCR. Andrei Lashkevich was appointed Chairman of the Working Group on Radio Broadcasting.

The Commission approved the following documents:

- The plan of preparation of the AU of the RCC member countries for the Radiocommunication Assembly and the World Radiocommunication Conference 2027 and submit it to the Council of Heads of the RCC AU for approval;

- proposals to the draft Decision of the Council of the Heads of the RCC AU "On the results of the Radiocommunication Assembly and the World Radiocommunication Conference 2023 and preparation for the Radiocommunication Assembly and the World Radiocommunication Conference 2027";

- proposals to the draft Decision of the Council of Heads of the RCC AU "Transfer of the functions of the Project Group on works related to the search for additional channels to the Plan "Geneva-06" in the radio frequency band 470-694 MHz in the border areas between the RCC member countries, as well as other countries, parties to the Agreement "Geneva-06" to the Working Group on Radio Broadcasting";

- General Table of Frequency Allocation of RCC Participating Countries in the radio frequency band 8.3 kHz-3000 GHz, "Principles of Development of the General Table of Frequency Allocation of RCC Participating Countries" and "Methodological Recommendations on Formation of the General Table of Frequency Allocation of RCC Participating Countries";

- RCC Report 1/24 "Organization of the system of quality control of cellular mobile telecommunication services at the national level";

- RCC Report 3/21-2 "On implementation of 5G systems in RCC member countries";

- RCC Recommendation 2/24 "On the regulation of the use of earth stations in motion that communicate with geostationary and non-geostationary space stations in the fixed satellite service (ESIM) for the provision of broadband access services on board aircraft";

- RCC Recommendation 1/22 "Allocation of PCI codes for LTE and 5G-NR land mobile service systems for RCC member countries";

- RCC Recommendation 2/23 "Determination of conditions for the use and implementation of 5G-NR/IMT-2020 systems in the radio frequency bands 694-790 MHz, 3400-3800 MHz and 4800-4990 MHz in the RCC countries in the border areas".

The "Regulations on the Working Group on Preparations for the Radiocommunication Assembly and the World Radiocommunication Conference of the International Telecommunication Union under the RCC Commission on Regulation of Radio Frequency Spectrum and Satellite Orbits Use" were approved by the Commission.

Within the framework of the Commission meeting, an exchange of experience on the production of modern radio equipment in the RCC member states took place, where representatives of Rostelecom PJSC, STC PROTEI LLC and Elektra LLC made presentations.

The RCC Commission approved Network Access Associates Ltd. (Eutelsat-OneWeb) joining the Commission as an observer.

At the invitation of the Communications Administration of the Republic of Belarus, it was decided to hold the next meeting of the Commission and its working bodies in September 2024 in the Republic of Belarus.

The participants of the meeting thanked the ITU Radiocommunication Bureau staff for their active and fruitful participation in the meeting.

Valery Butenko, Chairman of the RCC Commission on Frequencies and CRMs, as well as all the participants of the meeting thanked the Communications Administration of the Republic of Armenia for organizing the meeting of the Commission at a high level.

The delegates emphasized the importance of the work done and thanked the Communications Administration of the Republic of Armenia, the Chairman of the RCC Commission on RF and CRM Mr. Butenko V.V. and the RCC Executive Committee for preparing and holding the Commission meeting at a high level and all the participants for their active work.
