The Radiocommunication Assembly 2023 (RA-23) was launched on 13 November 2023.

The Radiocommunication Assembly (RA) - is concerned with the regulation and development of radio, radio relay, satellite and microwave communications, and broadcasting. RA establishes basic principles and guidelines for the construction and use of global telecommunication systems, including radiocommunication standards, radio frequency allocation and resolution of international communications disputes.

The opening ceremony was opened by Mohammad Al Zarouni, Deputy Director of the Information and Digital Government Sector of TDRA.

Opening remarks were also made by ITU Secretary General Doreen Bogdan-Martin and ITU Radiocommunication Bureau Director Mario Manewicz. 

Elections were then held for the Chair and Vice-Chair of the Radiocommunication Assembly meeting.

Carol Wilson, representative from Australia, was elected Chair of the Radiocommunication Assembly 2023.

Five Vice-Chairmen from Uzbekistan, Germany, Mexico, UAE and Cameroon were also elected.

The ITU Radiocommunication Assembly 2023 (RA-23) is attended by representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications: the Republic of Armenia, the Republic of Kazakhstan, the Russian Federation, the Republic of Uzbekistan, as well as representatives of the RCC Executive Committee.

Within the framework of the RA-23 opening the first plenary session was held.

The agenda of the above meeting included the following:

- Establishment of the Assembly Committees;

- Appointment of chairmen and vice-chairmen of the committees;

- Transmission of the plenary documents;

- Preliminary programme and draft schedule of meetings;

- Presentation of the Director's report;

- Presentation of the RAG Chairman's Report

- Presentation of the CPM Chairman's report

- Chairman's report and contributions from the study committees (1, 3, 4, 5, 6, 7, CCV).

Next, the first meeting of Committee 5, the first meeting of Committee 4, the first meeting of the Steering Committee and the meeting of the working groups of Committee 4 and 5 were held.

In the above-mentioned meetings of the ITU Radiocommunication Assembly 2023 (AR-23), representatives of the Communications Administration of the Russian Federation took the floor on one or another agenda item.
