October 17-21, 2022, UPU headquarters in Berne
The UPU Postal Operations Council (POC) was held from 17 to 21 of October, 2022, using the International Bureau's virtual teleconference system.
The meeting was attended by delegates from UPU member countries, observers from international and regional organizations, as well as staff from the RCC Executive Committee.
Welcoming remarks were made by Mr. Metoki Masahiko, General-Director of the UPU International Bureau, and Mr. Marjan Osvald, Deputy General-Director. Jean-Paul Forceville, chairman, presided over the meeting.
The Postal Operations Council reviewed:
- POC Steering Committee Report;
- Commission 1 Report (Logistics Network);
- Commission 2 Report (Physical services and e-commerce);
- Commission 3 Report (Market Development and Innovation);
- Commission 4 Report (Postal and Financial Services);
- Report of the Service Quality Improvement Fund (SQF);
- Telematics Cooperative Report - Internal Regulation Update;
- UPU*Clearing User Group Report - Internal Regulation Update;
- Report on the POC task force's contribution to the AU's work to open up the UPU to the broader postal sector;
The meeting reviewed an update on electronic advance information - report on the UPU-PostEurop-EU group meeting on the ICS2 R2 customs system, on the Advisory Committee. Report of the Secretary General on the dates of the next sessions of the POC and on the Extraordinary Congress 2023.
There was also an award ceremony for the quality of postal services according to the 2IPD postal development indicator.
The next POC meeting is scheduled to be held from May 1 to 5, in 2023 and from October 30 to November 3, in 2023.
