The ITU World Telecommunication Development Conference (WTDC-22) opened in Kigali, Rwanda, on 6th June 2022. It is the first WTDC to be held in Africa since the creation of the ITU Development Sector in 1992.

WTDC -22 focuses on digital transformation in line with the global Sustainable Development Goals set by the United Nations.

With a focus on "Connecting the Unconnected to Achieve Sustainable Development", WTDC seeks to adopt a global roadmap for digital transformation.

WTDC-22 will adopt the Kigali Declaration and Action Plan, a global roadmap for national, regional and global digital development.

The WTDC-22 inaugural event was opened by Paula Ingabire, Minister of Information and Communication Technologies and Innovation of Rwanda, ITU Director Doreen Bogdan-Martin and ITU Secretary General Houlin Zhao.

A significant event was the participation of the President of Rwanda, His Excellency Paul Kagame, at the opening of WTDC-22, who welcomed the participants with a welcoming speech.

A video greeting on behalf of UN Secretary-General António Guterres was also presented.

Representatives of the Communications Administrations of the Regional Commonwealth in the Field of Communications: Republic of Armenia, Republic of Azerbaijan, Republic of Kazakhstan, Kyrgyz Republic, Russian Federation, Republic of Uzbekistan, as well as the staff of the RCC Executive Committee participate in the work of the WTDC in a hybrid format.

The work of WTDC-22 has begun.
