From 15 to 17 February 2022, the 2nd meeting of the Preparatory Group of the Asia-Pacific Telecommunication Community (APT) for the Plenipotentiary Conference 2022 (PP-22) was held via videoconferencing.

The meeting was attended by over 140 delegates from Asian countries, international and regional organizations, including the RCC. RCC representatives were represented by AC representatives: the Republic of Azerbaijan and the Russian Federation, as well as employees of the Executive Committee.

Welcoming remarks at the opening of the meeting were made by APT Secretary General Masanori Kondo, ITU Secretary General Houlin Zhao, and the head of the Preparatory Group Carolyn Greenway.

The meeting was chaired by the head of the Preparatory Group, Carolina Greenaway. Representatives of ITU and Romania gave an overview of the preparations for PP-22. Then the participants moved on to discuss the preparations for PP-22 within the framework of regional organizations, representatives of the Arab Group, CEPT and CITEL made presentations. On behalf of the RCC, Evgeny Tonkikh spoke, presenting proposals and candidates for ITU leadership positions put forward by our organization.

At the closing plenary meeting held on 17 February 2022, the leaders of the working groups presented the results of their work: Mina Seonmin Jun (Korea) explained that Working Group 1 discussed changes to Resolutions 140 and 200, as well as Article 48 of the ITU Constitution, Yoshiaki Nagaya ( Japan) noted that Working Group 2 received only one document for consideration and encouraged participants to actively submit their contributions, and William Lee (Malaysia) reviewed the documents considered by Working Group 3. Participants discussed APT's preliminary general proposal to amend Resolution 200 regarding the Plan connections 2030.

Japan presented its candidate for the post of Director of the Bureau of Standardization, and Indonesia presented its candidacy for the ITU Council and a candidate for the Radio Regulations Board. Malaysia and China are also nominated to the ITU Council. The representative of the People's Republic of China has been nominated to the Radio Regulations Board.

The next meeting of the Preparatory Group is scheduled for May 9-12, 2022 in Tokyo (Japan). Most likely, it will take place in a hybrid format.
