The RCC Coordination Meeting was attended by representatives of the CA of the Azerbaijan Republic, the CA of the Republic of Armenia, the CA of the Republic of Belarus, the CA of Georgia, the CA of the Russian Federation, the CA of the Republic of Kazakhstan, as well as representatives of the RCC Executive Committee.
The coordination meeting was held in accordance with the proposed Agenda:
  1. Information reported by the Chairman of the Working Group on the work with ITU at the RCC Commission for the Coordination of International Cooperation (СIC) Minkin V.M. on the main results of the Plenary Meeting.
  2. Reports on the results of the meetings of the Committees and their Working Groups in terms of promoting the RCC General Proposals and tasks for the current day:
2.1. Committee 4 (Kim T.G.)
2.2. Committee 5 (Minkin V.M.)
2.3. Ad-Hoc Plenary group on the review of Res. ITU-R M.1036
 3. Information on the interim results of the discussion of the situation with the approval of the draft new ITU-R SA Recommendation [IMT-EESS / SRS COORDINATION] (Zheltogonov I.V.).
     The meeting was led by the appointed coordinator from the RCC, scientific advisor of the General Director of FSUE NIIR Strelets V.A.
Report on the 1st issue was made by Minkin V.M., who reported to the audience on the main results of the second Plenary meeting of the RA-19, held on October 22, 2019. The issue of the posts of the Chairman and Vice-Chairman of the Ad-Hoc group on Recommendation M.1036- 5 is being discussed, the report of the Chairmen of SG 4 and SG 5 was heard, and the report of the Chairman of SG 7 was also heard (an informal group was formed within the framework of SG 7).
     On the issue 2.1. Kim T.G. made a report to the members of the meeting on the work of the Committee 4 (Structure and Work Program of the ITU-R SG).
     Resolutions 50-3, 55-2, 58-1, 60-1, 66 were approved, which fully comply with the position of the RCC member-states.
     The work of WG4A was approved and its results sent for consideration to the SG 1.
     WG4B reviewed Resolutions 54-2, 59-1, 67, 69. Decisions were adopted on these Resolutions that also fully comply with the position of the RCC member-states. Today WG4C will continue its work. The meeting of the Committee 4 begins at 15:45.
     On the issue 2.2. Minkin V.M. reported to the audience on the work of Committee 5 (Working methods of the Radiocommunication Assembly and ITU-R SG).
In particular, it was decided not to make any changes to the Resolution 15 (comply with the position of the RCC CA).
     Regarding questions of terminology, all decisions were also taken in accordance with the position of the member-states of the Regional Commonwealth (Resolution 43 was deleted and moved to Resolution 1).
     The Working Group on Resolution 1 has completed its work.
Work on Resolution 2 will continue today, and also the work of WR5A will continue.
     On the issue 2.3. Zheltonogov I.V. made a speech, in which he reported to the audience about the issues that were considered at the first meeting of the Ad-Hoc Plenary group on the review of ITU-R M.1036.
     Zheltonogov I.V. reported on the 3rd  issue with information on the interim results of the discussion of the situation with the approval of the draft new ITU-R SA Recommendation.
   The discussion of issues of the Coordination Meeting Agenda was attended by: Strelets V.A., Minkin V.M., Mukhitdinov N.N., Zheltogonov I.V., Simonov M.M., Sorokin V.S., Motsevillo L.V.
The work of the RA-19 continues in accordance with the schedule of meetings.
