Today, 14 July 2025, the First Interregional Preparatory Meeting for WTDC-25 (IRM-1) was held remotely.

The meeting is intended to ensure consolidation of positions and regional coordination on the issues under consideration before the World Telecommunication Development Conference (WTDC-25).

The Chairman of IRM-1 is Samir Asadov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan

The Deputy Chairman of the meeting from the RCC/CIS region is Alexey Borodin, Director General of the RCC

IRM-1 is a continuation of the intensive work carried out at the Regional Preparatory Meetings (RPMs) and within the framework of the Telecommunication Development Advisory Group (TDAG-25).

During the discussion, the participants discussed:
• the draft WTDC-25 Declaration
• the priorities of the ITU Telecommunication Development Sector (ITU-D) in the next 4 years
• draft regional initiatives of WTDC
• draft new Resolutions
• future issues of the ITU-D Study Groups

The RCC Coordinator for preparations for WTDC-25, Arseniy Plosskiy, Deputy Head of the Laboratory of the Scientific and Technical Center for EMC Analysis of the M.I. Krivosheev National Research Centre for Telecommunication (NRCT), together with the coordinators for individual documents of the Conference from the Russian Federation Communications Administration, presented the entire package of preliminary drafts of the RCC General Proposals to WTDC, which includes both a revision of a number of key procedural and substantive Resolutions of the Conference, and new proposals.

The proposals presented include a draft new WTDC Resolution on the metaverse, which, along with the draft regional initiative for the CIS region for 2026-2029, on Artificial Intelligence, reaffirms the commitment of the RCC/CIS member states to the rapid implementation of new and emerging telecommunication/ICT technologies that will enable the improvement of existing and provision of new communication services for the residents of the region.

• The Second Interregional Preparatory Meeting (IRM-2) for WTDC-25 is scheduled for September 29, 2025
• WTDC-25 will be held from 17 to 28 November 2025 in Baku, Azerbaijan
