In the reporting period, the activities of the RCC Executive Committee and the RCC Communications Administrations were aimed at ensuring further interaction between the RCC participants on issues related to the development of the information society in the RCC Member-States.

The RCC Executive Committee, together with the RCC Communications Administrations and the RCC Working Bodies, prepared and held the 6th meeting of the High-Level Working Group on the Development of the Information Society (HLWG) on April 16-17, 2019,
Baku, Azerbaijan Republic.

In preparation for the 6th meeting of the RGLU, the RCC Executive Committee, taking into account the proposals of the RCC CA, formulated questions on the prospective interaction of the RCC participants' countries in various information and information and communication spheres.

At the 6th meeting of the HLWG, the following topical issues were considered:

- on digital development in the countries of RCC participants;

- on the priority areas of the High-level Working Group on the Development of the Information Society for the period 2019-2025;

- cooperation in achieving the Sustainable Development Goals in the countries of RCC participants;

- on the activities of the ITU Council Working Group on WSIS & SDGs (January 2019);

- on the results of the work of the Forum of the World Summit on the Information Society (WSIS) (Geneva, April 8-12, 2019);

- on the implementation of the SDGs within the framework of the Universal Postal Union;

- on the development of a draft CIS Economic Development Strategy for the period until 2030;

- on the implementation of the draft Concept of cooperation of the member states of the Commonwealth of Independent States in the field of digital development and the Plan of priority measures for its implementation;

- on World Bank initiatives for the development of the digital economy and cooperation with the countries of the RCC participants;

- on the contribution and tasks of telecom operators in the implementation of digital economy programs in the countries of RCC participants;

- on cooperation and development of approaches of RCC participants in Internet governance;

- current areas of work for ICANN and the Governmental Advisory Committee (GAC).

At the meeting of the HLWG, the Priority Areas of the High-Level Working Group on the Development of the Information Society for the period 2019-2025 were approved.

At the same time, at the 6th meeting of the HLWG, proposals were approved for the main areas of cooperation among the CIS Member-States in the construction and development of the information society in the draft CIS Economic Development Strategy for the period until 2030, developed by the RCC Executive Committee.

As a result of the decisions taken by the HLWG, the questions “On the outcomes of the WSIS Forum”, “On the activities of the ITU Council Working Group on WSIS & SDGs”, “On the implementation of the Priorities of the HLGF for the period 2019-2025” will be considered at the meetings of the High Level Working Group on the development of the information society on an ongoing basis.

Following the results of the 6th meeting of the HLWG, it was decided to submit for consideration the 55 / 25th joint meeting of the RCC Board of the Communications Administrations Heads and the Coordinating Council of CIS Member-States on Informatization at the RCC:

- about promising areas in the field of digital development in the countries of RCC members;

- about the prospects for the development of 5G technology in the countries of RCC members;

- on the draft Concept of cooperation between the member states of the Commonwealth of Independent States in the field of digital development and the Plan of priority measures for its implementation;

- on the development of a draft CIS Economic Development Strategy for the period until 2030.
