The interaction of the RCC Member-States in the field of radio communications, in the regulation of the usage of the radio frequency spectrum, as well as in the field of satellite communications and television is carried out within the framework of the RCC profile committee on regulation of the usage of the radio frequency spectrum and satellite orbits, as well as specialized RCC working groups in conjunction with the RCC Executive Committee.

In 2019, work was carried out in the following main areas of activity:

- preparation of the RCC CAs General Proposals for the Radiocommunication Assembly 2019 and the World Radiocommunication Conference 2019 (WRC-19/RA-19);

- participation in RA-19, WRC-19 and the Preparatory Meeting for the 2023 Conference;

- interaction of the RCC CAs on the development of digital broadcasting;

- study of the effectiveness of using the radio frequency resource of the countries of the RCC participants.

During the reporting period, the RCC Executive Committee together with the RCC Communications Administration prepared and conducted:

- The 14th meeting of the RCC Commission on the Regulation of the Use of the Radio Frequency Spectrum and Satellite Orbits (RFS and SO Commission) (January 22 - 25, Yerevan, Republic of Armenia), 15th meeting of the RFS and SO Commission (May 28-31, Tashkent, Republic of Uzbekistan, 16th meeting of the Commission of the Russian Emergency Situations and SO (September 9-12, Almaty, Republic of Kazakhstan)

- 7th, 8th and 9th meetings of the Working Group on the Preparations for the Radiocommunication Assembly 2019 and the World Radiocommunication Conference 2019 (WG WRC-19/RA-19) January 22 - 25, 2019 (Yerevan, Republic of Armenia ), May 28-31, 2019 (Tashkent, Republic of Uzbekistan) and September 9-12, 2019 (Almaty, Republic of Kazakhstan);

- 12th, 13th and 14th meetings of the Working Group on Broadcasting (WG BD) January 22 - 25, 2019 (Yerevan, Republic of Armenia), May 28-31, 2019 (Tashkent, Republic Uzbekistan) and September 9-12, 2019 (Almaty, Republic of Kazakhstan);

- 13th, 14th and 15th meetings of the Working Group on the Radio Frequency Spectrum Management (WG RFS ) January 22 - 25, 2019 (Yerevan, Republic of Armenia), May 28-31, 2019 (Tashkent , Republic of Uzbekistan) and September 9-12, 2019 (Almaty, Republic of Kazakhstan);

- 1st meeting of the Project Group on the development of proposals for additional channels to the Geneva-06 Digital Terrestrial Television Broadcasting Plan in the frequency band 470-694 MHz of the RCC CA (PG DTV), established under the Commission of the RFS and SO, September 9-12, 2019 g. (Almaty, Republic of Kazakhstan).

At the 14th meeting, the RFS and SO Commission supported the granting of observer status to the  RFS and SO RCC Commission of OneWeb / Network Access Assosiates Ltd. and Viasat, Inc., an international communications company.

At the 15th meeting of the Commission of RFS and SO with the aim of implementing the Decision of the Council of Heads of RCC CAs №53/24-11.1 “On the progress of the search for additional channels to the Geneva-06 Plan in the radio frequency band 470-694 MHz in the border areas between the participating countries RCC, as well as other countries "approved:

- The technical basis of the work and the search criteria for additional channels to the Geneva-06 Digital Terrestrial Television Broadcasting Plan in the radio frequency band 470-694 MHz on a bilateral and multilateral basis;

- The procedure for the search for additional channels to the Geneva-06 Plan in the radio frequency band 470-694 MHz in the RCC CAs;

- Schedule of work to search for additional channels to the Geneva-06 Plan in the radio frequency band 470-694 MHz.

At the same meeting of the RFS and SO Commission, a Project Group was created to develop proposals for additional channels to the Geneva-06 Digital Terrestrial Television Broadcasting Plan in the frequency band 470-694 MHz of the RCC CA (PG TDTV), chaired by the Deputy Head of the FSUE NIIR Lashkevich Andrei Vladimirovich (CA of Russia).

At the 16th meeting of the Commission of RFS and SO, the document “Position of the RCC CAs on the Agenda Items of the World Radiocommunication Conference 2019” (Position of the RCC CAs, version of September 12, 2019) was considered and approved. The Commission decided to use the RCC CA Position for consultations with regional telecommunication organizations and delegations of ITU Member States.

Also at this meeting of the Commission were:

- General proposals of the RCC CAs on WRC-19 agenda items were approved and a decision was made to forward this document to the ITU Radiocommunication Bureau;

- the principles of interaction between the delegations of the RCC CAs at RA-19 and WRC-19 were determined, the candidates for senior positions of RA-19 and WRC-19, as well as to the ITU-R working bodies, were agreed;

- a discussion was held on organizing the preparation of proposals for additional channels to the Geneva-06 Plan in the radio frequency band 470-694 MHz, methods for applying the technical basis for EMC calculations and frequency-spatial planning were determined;

and approved reports:

“Study of the possibility and prospects of introducing new digital audio and multimedia broadcasting systems in radio frequency bands above 30 MHz, part II”;

“About Using Wireless Technology for M2M / IoT in RCC Member-States ";

"The use of radio relay systems for civilian purposes in the RCC Member-States."

At the 16th meeting of the Commission of the Russian Emergency Situations and SO, the appeal of Sigfox (France) to the RCC Board of the CAs Heads on granting her observer status to the RFS and SO Commission was also supported.

At the meeting of the WG BD, the following issues were considered:

On the preparation of RCC CA data for updating the report ITU-R BT.2387 in accordance with the current state of implementation of TDTV;

On the preparation of a working document for the draft RCC report “Study of the conditions and consideration of the implementation options for promising TV broadcasting systems and the formation of unified approaches of the RCC Member-States with respect to the prospects and timing of implementation, taking into account the existing and expected future availability of the radio frequency spectrum”;

On carrying out work on the draft report “Research on the possibilities and prospects of introducing new digital sound and multimedia broadcasting systems in radio frequency bands above 30 MHz with regard to radio frequency bands 66-74 MHz and 87.5-108 MHz”;

On the preparation of a working document for the draft RCC report “Development of general principles for the protection of broadcasting service stations from interference from the mobile service in the main and adjacent frequency bands taking into account the decisions of WRC-15”.

About the preparation of RCC CA information for updating the ITU database on digital terrestrial television broadcasting (circular BDT / IEE / TND / 016, Geneva, 12-02-2019).

At the meetings of the WG RFS, the participants considered the following issues:

About works on maintenance of the General table of frequency distribution of the RCC participating countries. Approval of the first and second fragments of the General Frequency Allocation Table of the RCC participants' countries;

About the Working document for the draft Recommendation in the field of protection of the radio frequency spectrum, radio monitoring and assessment of the electromagnetic and interference conditions in GNSS frequency bands;

About the Working document for the draft Report / Handbook on ensuring the protection of cellular networks from interference, taking into account aspects of the use of cellular mobile signal repeaters and noise generators in the radio frequency bands of cellular mobile communications;

About the Working paper on radio frequency bands and the radio technologies used in them, which are harmoniously used in RCC Member-States;

About the Working Paper containing reference materials, technical parameters and frequency bands for the deployment of LoRaWAN networks in the countries of RCC Member-States.

At the meeting of the TDTV Central Group, the amended Schedule for the search for additional channels to the Geneva-06 Digital Terrestrial Television Broadcasting Plan in the radio frequency band 470-694 MHz was approved.

General frequency allocation table

In accordance with Decision №25/31-5, for consideration of the 26/32th joint meeting of the RCC Commissions on EMC RES and Radio Broadcasting, a draft of the “General Table of the Frequency Distribution of the CIS Countries in the Frequency Band of 9 kHz - 29.7 MHz” was submitted (Part I), as well as the draft Terms of Reference for conducting research on the preparation of the “General Table of Frequency Allocations in the Band 29.7 MHz - 275 GHz", within which it was decided to continue further work.

Decision of the 26/32 joint meeting of the RCC Commissions on EMC RES and on broadcasting regarding the “Common Table of Frequency Allocation of the CIS Countries in the Frequency Band of 9 kHz - 29.7 MHz” (Part I) and to continue development of the “General Table of the Allocation of Frequency of the CIS Countries in the band 29.7 MHz - 275 GHz ”(Part II) was submitted for consideration at the 40th meeting of the RCC Board of the CAs Heads (May 21, 2009, Bled, Slovenia) under the question“ On the progress in implementing the decision of the Council of Heads of the AU RCC on the development of the General Frequency Allocation Table ”.

Radio Monitoring

In accordance with Decision №25/31-5, for consideration of the 26/32th joint meeting of the RCC Commissions on EMC RES and Radio Broadcasting, a draft of the “General Table of the Frequency Distribution of the CIS Countries in the Frequency Band of 9 kHz - 29.7 MHz” was submitted (Part I), as well as the draft Terms of Reference for conducting research on the preparation of the “General Table of Frequency Allocations in the Band 29.7 MHz - 275 GHz", within which it was decided to continue further work.

Decision of the 26/32 joint meeting of the RCC Commissions on EMC RES and on broadcasting regarding the “Common Table of Frequency Allocation of the CIS Countries in the Frequency Band of 9 kHz - 29.7 MHz” (Part I) and to continue development of the “General Table of the Allocation of Frequency of the CIS Countries in the band 29.7 MHz - 275 GHz ”(Part II) was submitted for consideration at the 40th meeting of the Council of the Heads of RCC CAs (May 21, 2009, Bled, Slovenia) under the question“ On the progress in implementing the decision of the RCC Board of the CAs Heads on the development of the General Frequency Allocation Table ”.
